CONSTITUTION of the FIRST BAPTIST CHURCH OF RHINEBECK

(Adopted May 16th, 2007 at the Semi-Annual Business Meeting)

PREAMBLE
It is our earnest desire that this church shall be free to give supreme allegiance to the Lord Jesus Christ, the Head of the church, and to seek to develop a program under the administration of the Holy Spirit which shall bring glory and honor to the name of Christ so “…that in all things He might have the preeminence”. (Colossians 1:18 NKJV)

ARTICLE I - NAME
The name of this organization shall be: THE FIRST BAPTIST CHURCH OF RHINEBECK, with its principal offices located at 9 Astor Drive, Rhinebeck, NY 12572.

ARTICLE II – PURPOSE
The purpose of this church is to praise, worship, and glorify God through the leading of the lost to the Savior and by helping every believer to become fully mature in Christ. (Matthew 28:19, 20)

ARTICLE III – CHURCH COVENANT
Having been led by the Holy Spirit to receive the Lord Jesus Christ as our Savior and on the public confession of our faith, having been immersed in the name of the Father, the Son, and the Holy Spirit, we do now in the presence of God and this assembly solemnly and joyfully enter into covenant with one another as one body in Christ.

We purpose, therefore, by the aid of the Holy Spirit, to walk together in Christian love; to strive for the advancement of this church in knowledge, holiness, and comfort; to promote its prosperity and spirituality; to attend its services regularly to sustain its worship, ordinances, discipline, and doctrines; to give it sacred preeminence over all institutions of human origin; to give faithfully of time and talent in its activities; to contribute cheerfully and regularly as God has prospered us to the support of the ministry, the expenses of the church, the relief of the poor, and the spread of the Gospel throughout all nations.

We also purpose to maintain family and private devotions; to train our children according to the Word of God; to seek the salvation of our kindred and acquaintances; to walk circumspectly in the world; to be just in our dealings, faithful in our engagements, and exemplary in our conduct; to avoid all gossip, backbiting, and unrighteous anger; to abstain from all forms of activity which dishonor our Lord Jesus Christ, cause stumbling to a fellow believer, or hinder the winning of a soul to Christ; to be zealous in our efforts to advance the cause of Christ, our Savior, and give Him preeminence in all things.

We further purpose to encourage one another in the blessed hope of our Lord’s return; to watch over one another in brotherly love; to remember each other in prayer; to aid each other in sickness and distress; to cultivate Christian sympathy in feeling and courtesy in speech; to be slow to take offense, but always ready for reconciliation and mindful of the rules of our Savior, to seek it without delay.

ARTICLE IV - STATEMENT OF FAITH

Section 1 - The Scriptures
We believe that every word of the thirty-nine books of the Old Testament and the twenty-seven books of the New Testament, as originally written, were inspired by God. We believe that Holy men of God wrote as they were guided or moved by the Holy Spirit; therefore, the Bible is truth without any error. It is the complete, inerrant, infallible Word of God, and is the supreme and final authority in faith and practice. We believe that God preserved the content of the inspired manuscripts through many faithful copies of these original documents, and from the multitude of these documents reliable translations have been, and are being, made in many languages. These translations, when based upon the best of texts and translated literally are sufficient in every way for faith and practice. (Luke 21:33; II Timothy 3:16, 17; I Peter 1:25; II Peter 1:19-21)

Section 2 - The True God
We believe there is one and only one living and true God, an infinite sovereign Spirit, the Maker and Supreme Ruler of Heaven and earth, inexpressibly glorious in holiness, and worthy of all possible honor, confidence, and love; that in the unity of the Godhead there are three persons, the Father, the Son, and the Holy Spirit, equal in every divine perfection, and executing distinct and harmonious offices in the great work of redemption. (Genesis 1:26; Exodus 20:2, 3; John 1:1; I Corinthians 8:6; Revelation 4:11)

We believe in the absolute deity of the Son, the Lord Jesus Christ, that He is God, existing from all eternity, co-equal with the Father and the Spirit, that He is fully God and fully Man; and that as man He was miraculously begotten of the Holy Spirit and born of the Virgin Mary. (Matthew 1:20; Luke 1:26-31; John 1:1, 2, 14; Philippians 2:5-11; I John 5:20)

We believe that the Holy Spirit is a divine person equal with God the Father and God the Son and of the same nature; that He was active in the creation; that in His relation to the unbelieving world He restrains the evil one until God’s purposes are fulfilled; that He convicts of sin, of righteousness, and of judgment; that He bears witness to the truth of the gospel in preaching and testimony; that He is the agent in the new birth; and that He indwells, seals, empowers, guides, teaches, witnesses, sanctifies, and helps the believer. (Genesis 1:2; John 3:5,6; John 6:63; John 14:16-17,26; John 16:7-15; Romans 8:9-14,26; I Corinthians 2:10,11; I Corinthians 3:16; Ephesians 3:16; Ephesians 1:13,14; II Thessalonians 2:1-8)
Section 3 - The Devil (Satan)

We believe that Satan is a distinct personality, evil incarnate; that he is a powerful being; he is known as the god of this age, the author of all the powers of darkness and sin, and the tempter, known as Lucifer. Created as an angel, he was cast out of heaven because of his pride. He is destined to the judgment of an eternal justice in the lake of fire. (Isaiah 14:12-15; Ezekiel 28:11-19; II Corinthians 4:3,4; Revelation 19:1,2; Revelation 20:10)

Section 4 - Creation
We believe the Genesis account of a literal six day creation as being neither allegory nor myth, but a literal, historical account of the direct immediate creative acts of God without any evolutionary process; that man, spirit, soul, and body was created by a direct work of God and not from previously existing forms of life; and that all men are descended from the historical Adam and Eve, first parents of the entire human race. (Genesis 1, 2; John 1:3; Colossians 1:16, 17)

Section 5 - Fall of Man. We believe that man, in the person of the first Adam, was created in innocence but by voluntary transgression fell into sin thus plunging the whole race into condemnation and death so that all mankind is born in sin and all have become willful sinners by personal choice and therefore are without excuse before God. (Genesis 3:1-6; Romans 5:12-19)

Section 6 – Salvation. We believe that the salvation of sinners is wholly of grace through the substitutionary death of Jesus Christ, the Son of God, for our sins. We believe that faith in the Lord Jesus Christ is the only condition of salvation. Repentance is a change of mind and purpose toward God prompted by the Holy Spirit and is an integral part of saving faith. (Isaiah 53:4-7; Jonah 2:9; John 3:16-18; Acts 15:11; Romans 3:24, 25; Romans 6:23; 2 Corinthians 5:21; Ephesians 2:8, 9; Hebrews 9:12-15, 22; I Peter 2:24; I John 2:1, 2)

Section 7 - Resurrection and Priesthood
We believe in the bodily resurrection of Christ and in His ascension into Heaven where He now sits at the right hand of the Father as our High Priest interceding for us. (Matthew 28:6,7; Mark 16:6; Luke 24:2-6; Luke 24:39; John 20:27; Acts 1:9-11; I Corinthians 15:4; I Timothy 2:5; Hebrews 2:17; 5:9,10, 7:25, 8:6, 12:2; I John 2:1; Revelation 3:21)

Section 8 - Grace and the New Birth
We believe that when a person becomes a Christian he becomes a new creation in Christ Jesus. This new birth is instantaneous and not a process. Its proper evidence appears in the holy fruits of repentance, faith, and newness of life. (John 3:3-8, 16; Acts 16:30-33; Romans 6:23; II Corinthians 5:15-19; Ephesians 2:1, 5; Colossians 2:13; 2 Peter 1:4; I John 5:1)

Section 9 - Justification
We believe that justification is that judicial act of God whereby He declares the believer righteous upon the basis of the imputed righteousness of Christ. It is bestowed, not in consideration of any works of righteousness which we have done, but solely through faith in the Redeemer’s shed blood. (Isaiah 53:11; Acts 13:39; Romans 3:20-24; 8:1; 4:5; 5:1, 9; II Corinthians 5:18-21; Galatians 2:16; Ephesians 2:8.9; Philippians 3:9; Titus 3:5)

Section 10 - Sanctification
We believe that sanctification is the divine setting apart of the believer unto God and is accomplished in a threefold manner: saved from the penalty of sin (past); being saved from the power of sin (present); and saved from the presence of sin (future). (John 17:17; I Corinthians 1:30; 2 Corinthians 1:10; 3:18; Ephesians 5:25-27; I Thessalonians 4:3, 4; 5:23,24; Hebrews 10:10-14; I John 3:2; Jude 24,25; Revelation 22:11)

Section 11 - Adoption
We believe that adoption is the gracious act whereby the Father declares all believers His children who enjoy the full benefits of sonship in Jesus Christ. (Galatians 4:1-7; Ephesians 1:5; I John 3:1, 2)

Section 12 - The Security of the Saints
We believe that all who are truly born again are kept by God the Father and cannot lose their salvation. (John 10:28; Romans 8:30-39; Philippians 1:6; 29; Jude 24)

Section 13 - The Church.  We believe in the unity of all true believers in the Church, which is the Body of Christ, the Bride of Christ, which was established on the Day of Pentecost. It consists of all believers from Pentecost to the Rapture, both Jews and Gentiles.   We believe that this Church is manifested through the local church. It is a congregation of immersed believers associated by covenant of faith and fellowship of the gospel, who observe the ordinances of Christ. They exercise the gifts, rights, and privileges invested in them by His Word. Its officers are Pastors and Deacons whose qualifications, claims, and duties are clearly defined in the Scripture.

We believe the true mission of the church is the faithful witnessing of Christ to all men as we have opportunity. We hold that the local church has the absolute right of self-government free from the interference of any hierarchy of individuals or organizations; that the one and only Head of the church is Christ through the Holy Spirit; that it is scriptural for true churches of like minded faith to cooperate with each other in contending for the faith and for the furtherance of the gospel; that each local church is the sole judge of the measure and method of its cooperation; and that on all matters of membership, of polity, of government, of discipline, and of benevolence, the will of the local church is final. (Matthew 16:16-19; 28:19, 20; Acts l:8; 2; 20:28; I Corinthians 11:2; 12:12,13; Ephesians 1:22-23; 3:6-8; 4:11; 5:23; Colossians 1:18; I Timothy 3:1-7)

Section 14 - Baptism and the Lord’s Supper. We believe that water baptism by immersion is our identification with Christ in His death, burial, and resurrection. It is a public testimony that signifies that we have died to self and now live for Christ, and that it is to be carried out under the authority of the local church. We believe that the Lord’s Supper is the commemoration of His death until He comes, and should be preceded always by solemn self-examination. (Matthew 3:16, 17; 28:19, 20; John 3:23; Acts 2:41-43; 8:36-39; Romans 6:3-5; I Corinthians 11:23-28; Colossians 2:12)

Section 15 - Separation We believe in obedience to the Biblical commands to separate entirely from worldliness unto God. This includes separation from other churches or groups which adhere to unbiblical doctrine or practices. (Romans 16:17; II Corinthians 6:14-20; I Timothy 6:3-5; 2 John 9-11; Jude 3, 4)

Section 16 – Governments
A. Civil Order
We believe that civil government is of divine appointment for the interests and good order of human society. Government officials are to be prayed for, conscientiously honored and obeyed, except in things opposed to the will of our Lord Jesus Christ, Who is the only Lord of the conscience and the coming King of Kings. (Exodus 22:28; Matthew 22:21; Acts 4:17-20; 5:29; 23:5; Romans 13:1-7)

B. Church Order
We believe that the government of this local church is vested in the body of believers of which it is composed. In keeping with historic Baptist faith, the government of this church shall be congregational in its operation, remaining independent as it assumes sole responsibility for its actions and decisions. (Matthew 18:15-17; Acts 15:1-3, 22)

C. Family Order
We believe that marriage and the family unit are ordained of God and are basic to the social order of the human race. We furthermore accept the Biblical prohibitions of sexual union and cohabitation outside of marriage, and the Biblical directives concerning husband and wife and family as fully applicable to believers in our time. We believe that marriage is the union of one man and one woman and that this covenant relationship should last for a lifetime. (Genesis 2:24; Exodus 20:14; Matthew 5:27, 28; 19:4-9; Hebrews 13:4; I Peter 3:1-8)
Section 17 - Last Things

A. The Rapture
We believe in the imminent, pre-millennial return of Christ for His Church. At that moment the dead in Christ shall be raised in glorified bodies, and then those living in Christ shall be given glorified bodies without tasting death, and all shall be caught up to meet the Lord in the air. (I Corinthians 15:42-44; 51-54; Philippians 3:20, 21; I Thessalonians 4:13-18; Revelation 3:10)

B. The Tribulation
We believe that the rapture of the church and the seven-year period called the Tribulation, or Daniel’s seventieth week, will take place prior to the Millennial Kingdom of Christ. The church will be in heaven with Jesus when God the Father pours out His wrath upon mankind during the Tribulation. (Jeremiah 30:4-7; Daniel 9:27; Zephaniah 1:14-18; Matthew 24:15-21; Revelation 16:1-21)

C. The Millennial Kingdom
We believe the Tribulation will be terminated by Christ’s coming in judgment to establish the Millennial Kingdom during which time He will fulfill the promises to Israel concerning their earthly kingdom, and during which time Satan will be bound. (Revelation 19:11, 16, 19; 20:1-3)
We believe in the sovereign selection of Israel as God’s eternal covenant people, that she is now dispersed because of her disobedience and rejection of Christ, and that she will be re-gathered in the land of Israel as promised in the Abrahamic Covenant. After the completion of the Church Age, Israel will be saved as a nation at the second advent of Christ. (Genesis 13:14-17; Isaiah 65:17-25; Jeremiah 31:31-34; Ezekiel 20:34-38; 37; Zechariah 12:10-14; Romans 11:1-32)

D. The Judgment of the Wicked
We believe the Millennial Kingdom will terminate with the release of Satan from the bottomless pit. Satan will lead an insurrection against the Son of God and will be eternally defeated by God. This will be followed by the Great White Throne Judgment where all unbelievers will be judged and sentenced eternally to the Lake of Fire. They will not be annihilated but will be in conscious torment forever. (Mark 9:42-48; 2 Thessalonians 1:7-9; Revelation 20:2, 3; 7-15)

E. The New Heaven and the New Earth
We believe in the new heaven and the new earth wherein righteousness dwelleth. It will be the abiding place of the redeemed for all eternity where Christ is King of Kings and Lord of Lords. (II Peter 3:10-13; Revelation 21:1-5; 22:3-5)
Section 18 - Homosexuality
We believe that God loves the sinner but hates the sin and teaches us to do the same. We believe that homosexuality is a chosen lifestyle that is in disobedience to the Word of God. (Leviticus 18:22-24; 20:13-16; Romans 1:24-27; I Corinthians 6:9-11; I Timothy 1:8-11)

Section 19 - Role of Men and Women
We believe that God has ordained that husbands are to be the spiritual leaders of the home, and that men are to be the spiritual leaders of the church. Thus, only men may serve in the role of pastor, elder, bishop, overseer, shepherd, or deacon. We believe that women are to be highly esteemed and respected as joint heirs in Christ, that they should be given every opportunity to use their gifts and abilities in service for the Lord where that is appropriate, and that their counsel and input should be carefully considered. (I Corinthians 11:3-12; Ephesians 5:23; Colossians 3:18, 19; I Timothy 3:1-13; I Peter 3:1-8)

Section 20 -Music
We believe that God has ordained music in the church for the purposes of praising and worshiping Him and encouraging and teaching the saints. When selecting music for any of our ministries, our focus is to please the Lord rather than men. We reject the concept that music in the church is for the purpose of entertainment or that we must use worldly or carnal music to reach the lost. (Ephesians 5:18-20; Colossians 3:16, 17; I Peter 1:14-16; Revelation 5:9-14)
Section 21 - The Temple of the Holy Spirit

We believe that our body is the temple of the Holy Spirit and therefore we should glorify God in our bodies and in our spirit. We believe that our clothing, appearance, and attitude should demonstrate modesty, discretion, and respect for God and for His ownership of our lives. In addition, we recognize that the distinction between men and women is demonstrated in our manner of living. (Genesis 1:27; 5:2; Proverbs 31; I Corinthians 3:16,17; 6:19,20; I Timothy 2:9; I Peter 3:1-6)
Section 22 - Sanctity of Life
We believe that life begins at conception and should end with natural death; therefore we believe that abortion, and euthanasia constitute taking of an innocent life. (Psalm 139:13, 14; Jeremiah 1:5; Luke 1:41)

Section 23 – Spiritual Gifts
We believe that every believer is given at least one spiritual gift such as teaching, giving, leading, service, exhortation and others for the purpose of building up the body of Christ. Some of the spiritual gifts, including apostleship, healing, miracles, speaking in tongues and the interpretation of tongues were foundational gifts for the apostolic age and ceased with the completion of the Bible and the end of the apostolic age. We are not a charismatic church. To avoid any appearance of endorsing false doctrine, and thus confusing our members, we, as a church, have chosen not to participate with charismatic churches or ministries, nor to promote their programs or services. (Romans 12:4-8; I Corinthians 12, 13; Ephesians 4:11-16)

Section 24 – New Testament Distinctives of a Baptist Church

Biblical Authority
The Bible is the final authority in all matters of belief and practice because the Bible is literally God breathed. It is inspired, inerrant, and sufficient in all ways. II Timothy 3:16

Autonomy of the Local Church
The local church is an autonomous, self-governing, independent body accountable to the Lord Jesus Christ, the head of the church.

Priesthood of the Believer
Every believer today is a priest of God and may enter into His presence in prayer directly through our Great High Priest, Jesus Christ.

Two Ordinances
The local church should practice two ordinances: (1) baptism of believers by immersion in water, identifying the individual with Christ in His death, burial, and resurrection, and (2) the Lord's Supper, or communion, commemorating His death for our sins.

Individual Soul Liberty
Every person, whether a believer or an unbeliever, has the liberty to choose what he believes is right in the religious realm. No one should be forced to assent to any belief against his will. Baptists have always opposed religious persecution. However, this liberty does not exempt one from responsibility to the Word of God or from accountability to God Himself.

Saved, Baptized Church Membership
Local church membership is restricted to individuals who give a believable testimony of personal faith in Christ and have publicly identified themselves with Him in believer's baptism.

Two Offices
Pastor and deacon, who together lead and serve the church. The three terms "elder," "bishop," or "overseer" also refer to the office of the pastor.

Separation of Church and State
God established both the church and the civil government, and He gave each its own distinct sphere of operation. The government is not to organize or to establish a specific denomination. The church is not to control the government under its ecclesiastical hierarchy, but Christians do have the responsibility to influence their government to do that which is right in the eyes of God.

ARTICLE V - ASSOCIATIONS
This church shall be an independent autonomous church subject only to Jesus Christ, the Head of the Church. It has the right to cooperate and associate with other Biblical groups on a voluntary basis. There shall be no cooperation with any group that permits teaching contrary to the Scriptures as set forth in our statement of faith. Various community groups may be permitted to use our facilities with the approval of the deacons.

ARTICLE VI – MEMBERSHIP
Section 1 – Present Membership
All those whose names appear on the rolls of this church are members, but only those on the active list are considered in good and regular standing. Those whose names appear on the inactive list have no rights or privileges of membership. Members must have reached their twenty-first birthday in order to have the right to hold office or to vote.
As a congregationally governed church, the membership shall vote on all significant matters including, but not limited to: the election or removal of the pastor, associate pastors, deacons and other elected officials; the approval of the annual budget, the approval of any membership changes, the approval or change of any missionary support or partnerships, the sale or purchase of any properties, and any changes to our constitution, statement of faith or by-laws

Section 2 – Candidate for Church Membership
A. Anyone professing faith in the Lord Jesus Christ as personal Savior, giving evidence of a change of heart and declaring himself (or herself) in accord with the principles, practices, and doctrines of the church, may become a candidate for church membership. Candidates must make their request for church membership known publicly before the church body.
B. After making their request for church membership known publicly, candidates shall attend a new members’ class taught by the pastor or his appointee. Upon completion of the class, the candidates shall then meet with the deacons for the purpose of becoming better acquainted, to give them the opportunity to share their testimony, and to answer any questions that they may have.
C. Upon the recommendation of the deacons, a candidate shall be presented and voted upon by the congregation at any regularly scheduled Sunday or mid-week Service. Only those individuals who have been baptized by immersion may be considered for membership.
D. Following the confirmation of a candidate for membership all new members will be publicly welcomed into the church at a regular Sunday service.

Section 3 – Associate Membership
This church shall allow associate membership for students or others who may be temporarily residing in the area. They will have all the privileges of membership except for voting and the holding of elected offices or positions.

Section 4 – Obligation of Members
A. The Church Covenant sets forth the obligations assumed by every member of the church. Annual reading of the covenant is recommended to every member.
B. Loyalty to Christ and to His local body or assembly requires that every member shall attend regularly the services of this church, shall maintain honorable business relations with all men, and shall make regular contributions as the Lord has prospered him toward the expenses and missionary interests of this church. Furthermore, it shall be the duty of members to honor and esteem their pastor, associate pastors, and deacons, to pray for them often, and in love, manifesting a tender regard for their welfare and reputation. (II Corinthians 8, 9)

Section 5 – Review of Church Roll
A. During the last quarter of each year the pastor and deacons shall review the membership roll. Any action to remove a member from membership or to place them on the inactive list shall be approved by a majority vote of the congregation at the annual business meeting.
B. No person on the inactive membership list shall be entitled to vote, hold an elected position, or teach.

Section 6 – Discipline of Members
A. Members failing to support the church by their interest and participation for a period of three months without a legitimate excuse may be placed on the inactive list thereby depriving them of their right of franchise. Names continuing on the inactive list for more than six months may be removed from the church membership roll at the recommendation of the deacons and the approval of the congregation.
B. Members choosing to live in a manner that is dishonoring to Christ, and in disobedience to the Word of God, may be removed from membership at the recommendation of the deacons, and the approval of the congregation, provided that the principles of Matthew 18:15-17 are followed.
C. Our goal in exercising church discipline, as outlined in Matthew 18:15-17 is that of restoration. A brother or sister under church discipline is encouraged to continue to attend the services of the church whereby they may hear the Word of God, but they lose their right of membership and they may not be served the Lord’s Table until such time as they repent. With love and patience we, as a congregation, will pray and work towards this end.

Section 7 – Restoration and Reconciliation
According to Galatians 6:1, if you see a brother or a sister overtaken in a fault, (controlled by some sin), you have the responsibility to go to him or her and seek to help to overcome it. According to Matthew 5:23,24, if a brother or sister in Christ knows that another brother or sister has something against them, they are to go to them without delay and seek to be reconciled. According to Matthew 18:15-17, if a brother or sister has sinned against you, you are to first go to them privately and seek to resolve the matter, but it that fails to resolve the matter, then you are to take two or three witnesses with you, but if that fails to resolve the matter, then the matter is to be brought before the church to judged.
Any excluded members, upon giving satisfactory evidence of repentance, may be restored to active membership provided that they are first examined by the pastor and deacons and then recommended to the church for restoration. (2 Corinthians. 2:5-8)

ARTICLE VII – EMPLOYEE GUIDELINES
Section 1 – Guidelines
A. All employees of the church shall be active members of this church and shall operate under the authority of the pastor and the deacons concerning their hiring, dismissal, and job related responsibilities. The congregation shall approve the salary and financial benefits for all employees including the pastor and the associate pastors.
B. Before any employees are hired, reasonable effort will be made to evaluate the prospective employee’s moral and spiritual character by conducting a background check including references. In order to be employed by this church prospective employees must certify in writing that they hold to our Statement of Faith, Church Covenant, and Constitution without any reservations and that if at any time they no longer hold to such, they will notify the deacons and voluntarily resign from their position.

Section 2 - Dismissal
At the recommendation of the deacons, and with the congregation’s approval, any employee of the church may be dismissed immediately, if his or her conduct in public or private life violates the principles of righteous living as set forth in the Bible. This would include, but not be limited to dishonesty, stealing, or any immoral behavior including homosexuality.

Section 3 - Evaluation
At least once a year, the deacons will conduct a personal interview with each church employee, including our pastor or associate pastors, for the following purposes:
A. Openly discussing job performance over the past year including where he or she has excelled and where there may be need for improvement.
B. Openly discussing with each employee his or her current financial and benefits package with the goal of developing a proposal that will be presented to the congregation for its discussion and approval.
C. In keeping with the church’s ability to do so, salary and benefits shall be based upon the education and the training of the employee; years of experience, duties and responsibilities; the effectiveness with which he or she accomplishes his responsibilities; his role in contributing to the growth of this ministry and the cost of living for this area. Whenever possible, the salary and benefits should be commensurate with what other professionals are earning in this community who are doing similar types of work.
D. With the exception of a pastor or an associate pastor whose duties and responsibilities will be outlined in writing; when a call is extended, detailed job descriptions for all other church employees shall be drafted by the Leadership Team prior to the hiring of any staff and shall be maintained in a notebook in the church office for future reference.

ARTICLE VIII – ORDINANCES
Section 1 –Baptism
Those professing faith in Christ, upon authorization of the Leadership Team, shall be baptized by immersion by the pastor or by someone else appointed by the deacons. Usually, only those who are committed to joining with the church as a member shall be baptized. Baptism as a believer shall be a prerequisite to church membership.

Section 2 – The Lord’s Supper
The Lord’s Supper shall normally be served to the assembled church by the pastor, or some other person authorized by the deacons, on the first Sunday of each month or at such other time as may be decided by the Leadership Team. Since it is the “Lord’s Table” all who are believers and walking with the Lord may participate regardless of church affiliation.

ARTICLE IX LEADERSHIP TEAM
In keeping with the two servant-leadership positions set forth in I Timothy 3, our leadership team is comprised of all actively serving pastors and deacons, who, while clothing each of themselves in humility and working together for the cause of Christ and for the good of the body and holding each other mutually accountable, shall have the overall responsibility to serve, guide, lead, nurture, equip, encourage, care for, and protect the flock of God.
The position of a pastor is also referred to in the scriptures as an elder, or an overseer (Acts 20:28; Ephesians 4:11; I Timothy 3:1; Titus 1:5, 7; I Peter 5:1-3)

Our church may have as many men serving in the roles of pastor, associate pastor or deacon as are properly trained, Biblically qualified, and spiritually mature men called of God for that purpose and who are willing to serve in that role.
As outlined in I Timothy 3, the character and conduct for both “pastors” and “deacons” are similar but their roles and responsibilities are different. A man called to serve as a pastor has a responsibility to shepherd the flock of God as an overseer, by focusing on equipping the saints through teaching, training, encouragement, and example. (Ephesians 4:11; I Peter 5:1-3) The pastor is the lead or point man for our ministry. He is to be given the support and respect deserving of that position by those men serving as associate pastors or deacons, as well as by the rest of the congregation. (Hebrews 13:7, 17)

A primary role of a deacon is to come alongside the senior pastor and associate pastor(s), to be their trusted counselors, encouragers, and helpers, assisting them in the oversight of the ministry and the care of the flock. (Acts 6:1-7) The deacons are likewise men who shall be highly esteemed by all and shall function as servant-leaders overseeing all the work and the business of the ministry on behalf of the congregation, and in conjunction with our pastor and associate pastors.
On an ongoing basis, with the leading of the Holy Spirit, our church will seek to identify, encourage, and train men who have the evidence of God’s call upon their lives for service as either a deacon or as an associate pastor. Any man desiring to serve as a deacon or an associate pastor should present himself to the current leadership team so that these matters may be more fully considered and God’s leading in the matter determined.
Section 1 – Pastor

A. Qualifications
The pastor shall be a man called of God who has been ordained to the gospel ministry by a council of churches called for that purpose. He must meet the qualifications set forth in I Timothy 3 regarding overseers. If married he must be “the husband of one wife”, which we understand to mean that he must be a man who has not been divorced or married to a divorced woman.

B. Job Description
1. The pastor is responsible to the church to proclaim the Gospel of Jesus Christ, to teach the revealed Word of God, to engage in pastoral care and visitation of the flock, to provide vision and leadership in areas of church life, and to guide the congregation and the paid and volunteer staff.
2. In conjunction with the deacons, and associate pastors the pastor will secure speakers and programs for the church.
3. He shall work closely with the deacons who are to be his trusted counselors and co-laborers for the cause of Christ. Together, the Leadership Team will seek to serve Christ and His body in a spirit of teamwork and humility, submitting to one another in the fear of God.
4. Much of the pastor’s job description involves his spiritual life, character, conduct, manner of life, and attitude, which must always represent Christ and His church. This takes constant effort through prayer, the study of the scriptures, professional growth, training, personal discipline, and ongoing fellowship with the congregation.

C. Calling a Pastor
1. A pastoral search committee, elected by the congregation, shall meet to elect a chairman and to discuss the course and direction that they will take in looking for and presenting a qualified candidate.
2. Guidelines from former committee searches as well as readily available books that give clear guidelines for a pastoral search shall be carefully considered. In addition, each person on the pastoral search committee will be asked to read SPIRITUAL LEADERSHIP by J. Oswald Sanders before interviewing any possible candidates.
3. The congregation will be polled to secure their input and thoughts.
4. Every effort will be made by the pastoral search committee to determine that the potential candidate is Biblically qualified, spiritually mature, properly trained, and in harmony with the Statement of Faith, Constitution, and Covenant of the church before asking that potential candidate to speak at this church.
5. The prospective pastor will come at the invitation of the pastoral search committee as a candidate. During his visit, he will be asked to teach, preach, and to share his viewpoints on doctrine, the operation of the church, and philosophy of ministry. Every effort will be made to give the congregation ample opportunity to get to know the candidate as well as his family, if possible.
6. His previous ministry involvement should be explored with an earnest attempt to determine that he meets the qualifications set forth for a pastor in I Timothy 3 and Titus 1. At least six secondary references shall be secured in addition to those that the potential candidate supplies. His references shall be carefully considered.
7. He shall be required to state in writing to the pastoral search committee his acceptance and adherence to our Statement of Faith, Constitution, and Church Covenant. He shall also be asked to state in writing any differences that he may hold concerning these documents. Furthermore, he shall also state in writing, any differences which he holds regarding any mission agencies, groups, camps or institutions with which this church is in fellowship.
8. The pastoral search committee shall present only one man at a time for consideration and vote by the church.
9. A call to the candidate shall be extended at a meeting of the church called for that purpose and announced from the pulpit for two Sundays immediately preceding the date of the meeting. A three-fourths majority of those present and voting shall be necessary for a call. Voting shall be by ballot.
10. A written call and agreement shall be presented to the candidate, giving details of the church-pastoral relationship, including salary, and all benefits, after these matters have been discussed with the candidate and mutually approved.

D. Terms of Office
1. He shall continue in office until he resigns or is dismissed by a two-thirds majority of those present and voting at a special meeting called for that purpose. The pastor shall give the church notice in writing, not to exceed sixty days and not less than thirty days, of his intention to discontinue as pastor. Under normal situations, the church may, by a two-thirds majority vote, declare the pastoral position vacant provided a notice of not less than sixty days is given the pastor to vacate the position.
2. A pastor who disqualifies himself from service by unrighteous attitudes or actions, or who no longer can support without reservation this Constitution, the Church Covenant, or the statement of faith, shall resign from his position. If he fails to do so the deacons, after discussing this matter with him, will bring their concerns before the congregation for their consideration and decision.
3. If the conduct of a pastor justifies immediate termination of his ministry, the church shall declare the pastoral position vacant by a two thirds majority vote of those attending at a special meeting called for that purpose.

E. Other
1. The pastor shall be an ex-officio member of all boards and committees.
2. A new pastor and his wife shall automatically become members of this church.
Section 2 - Associate Pastor(s)
The qualifications, procedures for calling and the terms of office shall be the same as that of the pastor.

Section 3 -- Deacons
Believing that a candidate should be a man that is spiritually mature, adequately prepared, and carefully examined before he is asked to serve as a deacon, the following process shall be followed when electing men to serve as deacons.

A. The Process of the Call
1. Each year in June, the nominating committee shall distribute a letter to the entire voting membership requesting suggestions from them of men whom they feel should serve as a deacon in the near future. The letter shall clearly state the Biblical qualifications for the office of a deacon, the basic job description, and the process that will be followed to prepare a man for this office. A nomination slip will be enclosed with the goal of procuring suggestions from the congregation as to whom they feel should be considered as a future deacon. These nominations must be returned to the church office by the last Sunday in July.
2. The Leadership Team will consider all nominations and prayerfully determine which of those men nominated are Biblically qualified and spiritually mature enough to begin a leadership development program. This program will be developed and overseen by the Leadership Team with the express goal of training, preparing, and examining a man for the office of deacon.
3. Any man in this leadership development program shall attend all of the deacon’s meetings and use his gifts and abilities in active service in the church and in the community.
4. During this time, a nominee’s call, character, conduct, and doctrine shall be carefully observed, evaluated, and investigated. Instruction and encouragement will be given in areas that may need improvement or development.
5. Once the Leadership Team believes that a nominee is ready to serve as a deacon, they will recommend that man to the membership for its approval by ballot at any regular business meeting.
6. Once approved, an installation service shall be held to recognize the call of God upon the deacon’s life and ministry, as well as upon his marriage and his family.
7. The term of service shall be three years not to exceed two full terms plus any initial partial term. After serving for this period the person must take a sabbatical of one year before being eligible to be nominated again.

B. Qualifications and Duties
1. In order to serve as a deacon a man must be spiritually mature and he must fulfill the qualifications set forth in I Timothy 3:8-13. If married he must be the husband of one wife, which we understand to mean that he is not divorced, or married to a divorced woman.
2. He shall be a man who consistently sets an example for others to pattern their lives after in both his private life and in his public life.
3. He shall be a man who demonstrates a good understanding of sound doctrine, a growing relationship with Jesus Christ, has a clear commitment to Bible study and corporate prayer, faithfully attends Sunday school and all regular church services as much as it is in his power to do so and who financially supports this ministry.
4. He shall be a man who is committed to fulfilling his duties and responsibilities as a servant-leader to the body of Christ, understanding that this role will require sacrifice and labor.
5. The number of deacons shall be determined by their spiritual qualifications, readiness to serve, and maturity.
6. No formal training, licensure, or ordination is necessary in order for a man to serve as a deacon. All who are willing and qualified may serve.
7. The purpose of a sabbatical time is to provide time to explore other areas of service, and to allow for others to mature as they take on new roles and responsibilities.
8. In the event that more than one third of the active deacons would be taking a sabbatical during the same year, one or more of those taking a sabbatical will be asked by the current deacons to serve one additional year so that at no time, not more than one third of the active deacons are taking a sabbatical at the same time.
9. In cooperation with the pastor and the associate pastors the deacons shall be responsible for all the necessary work of leading, guiding, directing, and serving the church. It shall be their duty to promote the spiritual welfare of the church, to exercise prudent watchful care over the congregation, to seek out such members as need assistance, to visit the sick, to examine candidates for church membership, and to supervise the preparation and distribution of the Lord’s Supper.
10. They shall appoint a chairman, a vice chairman and secretary from their number, keep minutes of their meetings in a permanent record, and report quarterly to the church.
11. They shall establish and administer the deacon’s benevolence fund, which shall be for the purpose of aiding members and friends of the church who are in special need, and report quarterly to the congregation.
12. The Leadership Team shall have the responsibility to train men in preparation for future service as deacons or in other areas of spiritual leadership.
13. In keeping with the laws of the State of New York for legal and liability purposes, our church is required to have Trustees. Our deacons shall represent the church as our Trustees to the State of New York.
14. They shall receive detailed and complete monthly financial reports from the treasurer, and monitor all of the church’s income and expenses. They shall have the authority to invest excess funds in interest bearing accounts at any insured institution.
15. They shall temporarily fill any vacancies that may occur in an elected position. The deacons shall also have the authority to establish committees, and appoint ministry coordinators, department heads, or staff as the need may arise
16. They shall directly oversee the adult Sunday school classes and teachers.
17. They shall approve all programs, as well as all materials and literature used in any program under the auspices of the church, whether it is on or off the premises.
18. A deacon who disqualifies himself from service by unrighteous attitudes or actions, or who no longer can support without reservation this constitution, the church covenant, or the statement of faith, shall resign from his position. If he fails to do so, the other deacons after discussing this matter with him, will bring their concerns before the congregation for their consideration and decision.
